Council called to account in Marsabit

On 26th June, 2008 at Catholic Mission Hall in Marsabit, MS Kenya partner MWADO mobilized members of the public to listen to the budget day speech delivered by the longest serving Civic Leader, Councilor Denge Wario.

A Total of 123 people, including 43 women, 34 men and 46 youths were mobilized by MS Kenya partner Mwado (Marsabit Women Advocacy and Development Organisation)

The council explained how they intend to use the Ksh. 54 Million they expect to collect from local tax and remittance from the local government through LATF, Local Authorities Transfer Fund. Members of the public questioned the rationale for the allocation.

A mere 16% was earmarked for development projects while the rest was to be used on running the council. This is the second time in history that the council presented her budget to the public but this is the first time over 123 people came to listen and above all to question the rationale for the allocation.

The public felt the council budgeted to spend on themselves in stead of he public. MWADO will use the budget to educate the public and raise awareness on the need for people oriented budgeting in future. This is in line with MS Kenya’s strategy to hold local government accountable.
